Last year, at this conference, a few of us decided to start developing an Explorer concept for high resolution x-ray spectroscopy in the coming decade. This would have to feature low cost, low risk, x-ray optics supporting spectral resolution of at least 3000 and collecting area of hundreds of square centimeters. This year I will report on the design we have developed to meet those requirements. The importance of WHIMEx has increased as IXO has been deferred into the more distant future.
